PCoin targets one block every 10 min. Measured over the last 100 blocks it is producing one every 9 min 45 s — 0.98× the target, i.e. close to target.

Mean seconds per block by window: last 10 blocks 6 min 57 s · last 50 blocks 10 min 11 s · last 100 blocks 9 min 45 s · all 10,963 blocks 8 min 31 s.

The lifetime average of 8 min 31 s is an artefact, not a track record, and so is any window longer than about a hundred blocks: heights 0 to 2015 were mined at the minimum difficulty roughly a minute apart, and the difficulty only began adjusting every block at height 2800. Read the recent window, not the average.

LWMA retargeting is active (since height 2,800): the difficulty now adjusts every block.
